I was there about ten years ago and looked at it when we sailed in. And on the map, right next to the caption, it says that it's the Soviet one.
So the name must be reused, because according to the maps, this OPR Wicher was deliberately sunk near the harbor to serve as a breakwater sometime in '74.
That's possible. But take a look at that wiki page I wrote. It really is the ORP Wicher, and they sank it right at the start of the war. The one the Soviets gave them after the war was later given the same name. Or go check it out for yourself.
Is it really the Wicher ORP? According to Wikipedia, Poland didn't acquire it from the Soviets until 13 years after the war...
